Framework Directive
The Waste Framework Directive 2008/98/WE and repealing certain other directives obliges Member States to take all necessary measures to build a European recycling society with high resource efficiency.
The directive in question
- It defines recycling as any recovery process by which waste materials are reprocessed into products, materials or substances used for the original purpose or other purposes;

The directive defines the waste hierarchy, indicating that recycling is the most preferred management option when waste cannot be prevented or prepared for reuse.
